DHA, DOH or MOHAP: which UAE licence do you actually need?

Three authorities, three processes, and one question nobody answers plainly. Which one licenses you depends on where you want to work, not on which is quickest to start.

The UAE does not have one healthcare licence. It has several authorities, and the one you need depends on the emirate you want to work in. Applying to the wrong one is not a small mistake: it costs months and the fees are not refunded.

The three you will hear about

DHA, the Dubai Health Authority

Licenses healthcare professionals working in Dubai.

DOH, the Department of Health, Abu Dhabi

Licenses professionals working in the emirate of Abu Dhabi, which includes Al Ain and Al Dhafra.

MOHAP, the Ministry of Health and Prevention

Licenses professionals in the Northern Emirates: Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain.

The question to ask first

Most people ask which authority is fastest or easiest. That is the wrong question, because your licence ties you to where you can work.

If you want to be in Dubai, a MOHAP licence does not put you there. If a hospital in Sharjah offers you a role, a DHA licence is not the one they need. So the useful question is: where do I actually want to build a career, and who licenses me there?

A licence is not a trophy. It is permission to work in one specific place, and the place should be the thing you choose first.

Can you move between them later?

Yes. Moving from one authority to another is a transfer rather than starting over, and if your licence is active most of the verification behind it is already accepted. You will normally need a no-objection certificate from your current employer.

This is why the timeline for someone already in the UAE runs at 3 to 6 weeks, while coming from abroad runs at 10 to 16. The difference is not effort. It is how much verification is already done.

What is the same everywhere

Whichever authority you apply to, the shape is similar:

  • your qualifications are checked against that authority's requirements
  • your documents go through DataFlow, the independent verification step
  • most professions sit a licensing examination
  • you receive an eligibility letter, and your employer activates the licence

The details differ by profession and by classification, which is why a summary like this one is a starting point rather than an answer. It applies to nursing, allied health and technician roles. Physician and dentist licensing follows a materially different pathway that this article does not cover.

What we would tell you on a call

Tell us the emirate you want and the qualification you hold, and we will tell you which authority applies and what your realistic route looks like. If the answer is that you are not eligible yet, you will hear that too, before you have spent anything.
